Move Gelt a bit closer towards the army you are going to fight. Let Gelt become Castillan engineer and build barracks. Turn 1: Start a trade agreement with Kislev, and demand money from them, you can get up to 800 with Gelt and 900 with Franz. And since you are going to confederate early you will get Franz pretty much straight away.

Wissenland is in this case crucial since they have cannon units in the army you are getting, rich settlements that will produce marble and iron that you can trade with and a possibility to trade with dwarfs. The thing is, the only way to prevent order factions to declare war on you is either A) good relations or B) from sheer terror from your army size. With it you will double your army size and gain more money. Note: The underdogs are factions you are going to confederate as soon as possible.
